Aviation Hubs: Risky Business or Growing Opportunities?

The global aviation landscape is shifting from recovery to rapid growth and transformation. Asia Pacific is projected to be in the lead for fastest growth with robust passenger traffic and loads. Asia Pacific countries such as India, Thailand, Vietnam, Malaysia, Philippines and Singapore are aggressively positioning themselves as the aviation hub for the region, with major expansion and upgrading projects. The experience and outcome may not be identical, with each market having unique framework and respective market advantages. The panel will share their insights into legal framework and economic factors for establishing and sustaining a successful aviation hub.

Wai Fong has rich experience in corporate and commercial, insurance, tort, aviation and land disputes. She appears regularly in Court and in arbitration. She regularly acts for State investment agencies, government linked companies and insurance companies in arbitration. Amongst others, she has been involved in State projects such as the groundwater extraction project and waste to energy project. She was admitted to the Malaysian Bar in 2000. She has been a partner in the Dispute Resolution Department of Shearn Delamore & Co. since 2010. She has been an Advocacy Trainer for the Malaysian Bar since 2016. She has conducted advocacy training locally and in other jurisdictions namely in Singapore and Hong Kong. She is a member of the Advocacy Training Committee of the Malaysian Bar.

Vani Mehta is the Regional General Counsel, GE Aerospace South Asia.
In her role as Regional General Counsel for South Asia, she leads the Aerospace legal team in the region supporting commercial engines services, defence systems, supply chain and engineering centre at JFWTC in Bangalore ensuring enterprise-wide consistency to GE’s legal strategy and approach. She is an advisor to the GE senior leadership in the region and drives GE’s thought leadership in the legal fraternity. She has been board member for GE India along with member POSH & CSR Committees.
Almost 2 decades of legal experience, before joining General Electric, Vani was an Attorney at SAP handling various jurisdictions across the globe. Prior to that she was in private practice for several years with Little &Co. (the oldest law firm of India), she has been a litigator and practicing advocate before Supreme Court of India, Delhi High Court and various tribunals in both civil and criminal cases. She has also worked extensively in general corporate area of practice including real estate, securities & capital markets, company law and telecom for several leading MNC’s across the globe and leading government bodies in diverse industries.
She has from time to time honored amongst Top General Counsels of India by various prestigious legal and business publications like Legal 500, India Business Law Journal, Forbes India Legal Powerlist 2022-25, Business World Legal and Legal Era.
She is currently serving as member of Sub-Committee on Aviation and Air Space under the Confederation of Indian Industry (‘CII’) National Committee on Legal Services. She has previously served as Chairperson of sub-committees of General Counsels (2024-2025) and for ESG & Climate Change (CII) National Committee on Legal Services (2023-24).
Vani graduated in Law from Delhi University, India and earned Bachelor honors degree in Political Science from Delhi University, India with additional qualifications in IP laws and environmental laws

Mike Atanante is a partner at Atanante & Ilagan (AI Law), a growing law firm based in Quezon City with partner offices in most cities in the Philippines. He is a consultant at the House of Representatives who advises several congressmen on legal matters. He worked twice for Cebu Pacific Air, initially as an associate legal counsel in 2008, where he successfully handled the acquisition of several aircraft, then as the government affairs manager in 2018, where he helped handle regulatory and public affairs issues for the company. Mike also worked as a court attorney at the Supreme Court of the Philippines in 2006, where he sharpened his legal research and legal writing skills. Recently, Mike returned to the SC as the private sector representative in the Supreme Court Committee on the Revision of the Rules on Summary Procedure and Small Claims Cases, which prepared the Rules on Expedited Procedure in First Level Courts.

Mike passed the 2005 Philippine Bar Exams, and his practice includes aviation law, handling legal and regulatory matters for several airlines, including Vietjet Airlines, SF Airlines, Jiangsu Jingdong Cargo Airlines, and Avion Express Philippines. He is also a tax practitioner, handling tax cases, and litigation before the Philippine Court of Tax Appeals. He is also a corporate lawyer, who has given advice on corporate structures, cross-border transactions, mergers and acquisition, and intra-corporate disputes.

He is a past president of the Integrated Bar of the Philippines (IBP), Quezon City Chapter, with more than 12,000 members, and a past governor of the IBP Greater Manila Region with more than 20,000 members. He led several pioneering and worthwhile projects and activities in the Integrated Bar of the Philippines that focused on coordination and cooperation among and between chapters and regions, improvement on court efficiency and administration, jail decongestion, and pro bono services for indigent members of the community.

A consummate investor, his business interests span a wide range of industries, including aviation services, government automation, financial services and financial technology, business outsourcing, online training and education, and security and investigation services.
As for his hobbies and personal life, Mike loves to travel and visit new places with his family and friends. These days, he enjoys playing golf with friends, brothers, and son.
