He has been an Attorney at Law since 1997, bringing nearly three decades of specialized legal expertise to complex matters of national security, international trade, and cross-border enforcement.

A recognized expert in the defense sector and state security, with particular focus on military equipment procurement, offset transactions, industrial participation programs, and defense-related public procurement. His deep expertise in this field was developed through years of work at the Law Department of the Ministry of the Interior and Administration, followed by managing comprehensive legal support for the Department of Offset Programs at the Ministry of Economic Affairs from 2007 to 2010, where he oversaw legal aspects of major defense acquisition programs worth billions of zlotys.

In 2017, he actively supported and advised the Ministry of National Defense in the procurement of the PATRIOT air defense system. He specializes in ongoing cooperation with American and European enterprises operating in the defense industry sector, with extensive experience in supporting entities involved in the production and commercialization of advanced solutions for the defense market operating in international markets.

He continues to be one of Poland’s leading authorities on defense procurement and offset regulations, regularly advising both government entities and private contractors on complex multi-billion defense projects, technology transfers, and strategic industrial partnerships, as well as export control and sanctions.

He represents and advises entrepreneurs participating in international trade in the scope of customs law, including customs classification, valuation, origin determination, and preferential trade agreements. Supports clients in their current operations as well as strategic advice on the optimization of customs settlements, duty relief schemes, authorized economic operator (AEO) certifications, and risk reduction in cross-border supply chains.

From 2010 – the only Polish member of ICC FraudNet, the world’s leading network of asset tracking and recovery lawyers, representing Poland in this elite global organization of specialists handling cross-border fraud investigations, asset tracing, and recovery proceedings across multiple jurisdictions.

He actively participates and regularly speaks at international conferences and industry discussions on public procurement in the defence sector, asset recovery and economic crime. He is the author of numerous publications that contribute to professional discussion in these specialist areas
